The San Diego request center is a router, not a substitute for the producing department
The Public Records Request Center centralizes county intake, but it asks the requester to identify the department holding the record. That keeps the department central to the search even though the submission interface is shared.
Some record families already have direct official systems. Assessor/Recorder, court, Sheriff, environmental or Board records can be more efficiently researched in the source built for that function before a general request is submitted.
When the request center is used, retain the selected department and request reference. When a direct system is used, preserve its native identifier. Those two trails should not be collapsed.
